No Create group: inspect Members can create groups, review policy and ownership limit. Private club absent: intended for nonmembers. Need category access: edit core Groups & permissions instead.

Record core/addon version, account role and exact steps. Confirm the package is installed/enabled, its schema is ready and the relevant feature is not globally disabled.
